K92 Mining Limited are the owners the high-grade Kainantu Gold Mine in Eastern Highlands Province. Since commencing operations in 2016, we have delivered consistent production growth. About the role

As K92 continues expanding at our mine site in the Eastern Highlands, we have an ambitious program of community projects that we are delivering in 2026 and 2027, in this role you will, you will act as the owners’ representative and have overall responsibility for managing, coordinating and supervising all construction activities associated with the delivery of the Kainantu community related to ITCS and EASD Projects.

You will be fully accountable for the management, coordination and execution of Community Major Projects and Infrastructure Tax Credit Scheme (ITCS) projects for K92 Mining. The role is responsible for establishing and maintaining the project regulatory framework required for ITCS compliance, building strong government and community relationships, and driving high-quality rural project execution. The Project Lead will develop and manage a growing program with significant ramp-up in ITCS-eligible infrastructure spend through 2027 and 2028, ensuring all investment delivers lasting benefit to communities in and around the Kainantu project area.

Key Accountabilities

Key accountabilities of this position include.

  • Manage construction schedules and resource plans with approved budgets and in the context of the overall project schedule.
  • Manage construction risks and ensure contingency plans are in place to minimize negative impact. 
  • Management of both contractor and independent consultant contracts
  • Lead cross-functional teams to achieve project deliverables and objectives. 
  • Collaborate with Project Manager, contractors, and owners’ team to ensure project success.
  • Develop and maintain construction quality documentation and ensure construction compliance with overall projects QA/QC plan.
  • Facilitate meetings and ensure effective communication with all project stakeholders and the community.
  • Manage change and ensure that changes are properly documented and approved. 
  • Ensure that multi-disciplinary project deliverables align with the project scope, quality, and specifications.
  • Major construction packages; Community and ITCS infrastructure works including roads, student accommodation, health facilities, solar, airstrips and water/sanitation systems.
  • Establish and maintain the ITCS project regulatory framework: manage DNPM and IRC project approvals, maintain compliance documentation, and ensure all ITCS expenditure meets statutory requirements for tax credit eligibility.
  • Develop and manage government and community stakeholder relationships at all levels: DDA (District Development Authority), PEC/Governor’s office, DNPM, IRC, LLG, and local community leadership structures.
  • Apply deep understanding of PNG rural project execution: adapt delivery methods to remote Eastern Highlands terrain, limited supply chains, community dynamics, and the PNG regulatory environment.
  • Build and manage the annual project pipeline and budget program
  • spend; ensure robust project identification, prioritisation, and multi-year forward planning
  • Community works related to ITCS & EASD projects – Primarily roads, schools, medical facilities.
  • Ensure construction is conducted in compliance with Papua New Guinea laws, regulations, project specific and company standards.
  • Establish and maintain the ITCS project regulatory framework, including policies, procedures, approval pathways, and governance structures required to manage ITCS-eligible expenditure in compliance with the PNG Income Tax Act (Section 219C), DNPM guidelines, and IRC requirements.
  • Ensure all community and construction activities are conducted in compliance with Papua New Guinea laws, regulations, project-specific and company standards. 
  • Conduct regular and th1orough inspections of work areas to ensure compliance with engineering, design, legislation, safety, and environment standards.
  • Oversee, review and audit regulatory compliance.
  • Ensure risk management plans are regularly reviewed and management actions are delivered; and
  • Address risk management as part of all material decisions taken.

About You

To be considered for this role, you will need all or the following

  • Strong projects background with demonstrated ability to bring projects to completion on time and on budget.
  • Formal trade or Engineering qualifications in an appropriate discipline.
  • Familiarity with project management tools and methodologies, such as PMP, PRINCE2, or Agile Adaptable
  • PNG Driver’s License (or ability to get one).
  • Post graduate studies in Construction Management or a related technical discipline.
  • Desirable – Certificate in Workplace Assessment and Training or similar
  • A sound knowledge of risk management practices and risk-based decision making.
  • Excellent written and verbal communication skills
  • Understanding of PNG Safety and Health legislation.
  • Good planning, analytical and problem-solving skills.
  • Strong active listening & interpersonal skills for rapport building, conflict resolution & training. 
  • Surface mining project or construction related experience is required
  • Self-motivated with the ability to work under pressure and autonomously.
